Board of Trustees

Cotton Electric's Board of Trustees consists of nine members of the cooperative, including one from each district of the eight-county service territory. The current board includes: Ken Layn, Marlow, President; Todd Clark, Duncan; Steve Robinson, Cache, Assistant Secretary-Treasurer.; Brian DeMarcus, Meers, Secretary-Treasurer; Clifford Dunham, Chattanooga; Charles Spencer, Elgin; Tony High, Walters; Shan Files, Velma, Vice President; and Ronnie Bohot, Hastings.

SHAN FILES represents District #1 and resides in Velma. Mr. Files has served on the board since 2010. He is a farmer-rancher and his family owns an oilfield construction business. He and his wife, Starlet, have two children.

KEN LAYN represents District #2 and lives in Marlow. Mr. Layn recently retired as superintendent of Red River Technology Center in Duncan and has served on the board since 2010. He and his wife, Sharon, have two daughters.

CHARLES SPENCER represents District #3 and resides in Elgin. Mr. Spencer, a farmer-rancher, has served on the board since 2000. He and his wife, Janis, have two sons and two daughters.
 

BRIAN DeMARCUS represents District #4 and resides in the Meers area. Mr. DeMarcus, a banker, has served on the board since 2013. He and his wife, Cassie, have three children.

CLIFFORD DUNHAM represents District #5 from his home in Chattanooga. Mr. Dunham is a Goodyear employee and was elected to the board in 2018. He and his wife, Nikki, have three daughters.

TODD CLARK represents District #6 and lives northeast of Duncan. Mr. Clark was appointed to the board in July 2019. He and his wife, Shelley, have two daughters and sons-in-law and three grandchildren. Mr. Clark is a commercial property manager and developer.

STEVE ROBINSON represents District #7 and resides in Cache. Mr. Robinson has served on the board since April 2015 and is a lawyer and financial advisor. He and his wife, Stacy, have two daughters.

TONY HIGH represents District #8 and resides in Walters. Mr. High was elected to the board in 2017 and is a local farmer and rancher. He and his wife, Laura, have three children and four grandchildren.

RONNIE BOHOT represents District #9 and lives in Hastings. Mr. Bohot, a farmer-rancher, has served on the board since 2009. He and his wife, Belinda, have two sons.
